Two ongoing Doctor Who mysteries – Mrs. Flood’s identity and the whereabouts of the Master – may be connected, and a compelling theory can explain why. Doctor Who season 14’s ending left many questions answered, but none more intriguing or significant than Mrs. Flood. Anita Dobson’s character has cast an ominous presence over Ncuti Gatwa’s time in the TARDIS thus far, and many compelling theories about Mrs. Flood’s true nature have arisen in the absence of concrete details.
Arguably the most compelling of Doctor Who‘s Mrs. Flood theories claims that she’s a godlike entity, perhaps a member of Doctor Who‘s Pantheon, who is obsessed with the Doctor. The Pantheon connection would explain how Mrs. Flood knew about Sutekh in season 14, while proof of Flood’s keen interest in the Doctor can be found in how she speaks like a third-person narrator, dresses like former companions, and lives next door to Ruby Sunday. All signs suggest Flood is some kind of omnipotent observer whose favorite source of entertainment is watching the Doctor flit around time and space.

Mrs. Flood is far from the only dangling plot thread heading into Doctor Who season 15. Back in the 60th anniversary special episode “The Giggle,” the Toymaker recalled beating the Master and trapping them inside a golden tooth. Following the Toymaker’s own defeat, said tooth was knocked loose and picked up by a mysterious hand with painted red nails, but Doctor Who season 14 all but ruled out two popular hand-idates in Jinkx Monsoon’s Maestro and Susan Triad. Nevertheless, it remains distinctly possible that the owner of that enigmatic hand was none other than Mrs. Flood.
Adding the Master – the Doctor’s infamous arch enemy – to her collection would represent an extremely impressive acquisition.
The theory that Mrs. Flood is a massive Doctor Who fan makes the idea of her being the unidentified dental thief from “The Giggle” even more plausible, as it gives Dobson’s character an actual motivation for wanting to own the Master. Doctor Who season 14 was extremely meta in terms of its fourth wall breaks and Bridgerton cosplay aliens, so Mrs. Flood being a hardcore Doctor fan would fit perfectly inside that framework. With that in mind, Mrs. Flood could have seized the Master as a piece of memorabilia.

The real question is whether Mrs. Flood would be content keeping the Master on a shelf, or, like regular Doctor Who fans, she would rather see them locking minds, engaging in a good vs. evil battle over the fate of the universe. Mrs. Flood could, therefore, intend on releasing the Master, then gently pushing them into the Doctor’s path before sitting back with a tub of Pantheon popcorn and watching the action unfold alongside the audience.
The Master might be too consumed by their rage against the Doctor to care whether Mrs. Flood is pulling the strings.
Mrs. Flood pitting the Doctor and the Master against each other would create a curious dynamic between the two Time Lords. Defined by pride and ego, the Master would loathe being controlled by a higher entity, and might resort to cooperating with the Doctor as a means of bringing Mrs. Flood down. Doctor Who set a precedent for this when the pair eventually worked together against the Time Lords during David Tennant’s regeneration episode, “The End of Time.”
On the other hand, the Master might be too consumed by their rage against the Doctor to care whether Mrs. Flood is pulling the strings. That element of unpredictability would make a Doctor vs. Master fight, with Mrs. Flood as referee, a fascinating proposition in Doctor Who season 15.
